① No one shall collect email addresses using programs or other technical devices that automatically collect email addresses from an Internet website where the intent to refuse collection of email addresses is clearly indicated.
② No one shall sell or distribute email addresses collected in violation of Paragraph 1.
③ No one shall use email addresses, collected or distributed in violation of Paragraphs 1 and 2, for information transmission, knowing that such addresses are prohibited from collection, sale, and distribution.
